Handling fees & eBay idiocy new  

Ok, first let me say that I don't care what eBay thinks about this topic -- I'm asking only out of curiosity.

Here's a quote from one of eBay's Help pages (italics added by me):

"In some categories, eBay sets maximum shipping and handling charges. When listing in these categories, the only time when sellers are allowed to charge more than the maximum is when using the shipping calculator to set the actual size and weight of the item, including packing materials. When using the shipping calculator, sellers should make sure the calculated cost isn’t higher than the actual shipping cost or it will be considered excessive shipping."

Now, when we're using Calculated Shipping and we enter our Packing & Handling Fee ("Not shown to buyers, but will be included in shipping total"), we can type anything we want into that field. So do you think technically this violates eBay's policy as stated above? For example, let's say I'm listing a book. Maximum flat-rate shipping is $4, so for a heavy book, I select Calculated Shipping, but I type in a $10 Packing & Handling Fee. That's pretty excessive for packing one ordinary book, but there's no way eBay could object. Right? If you are using their own listing tools, do they perk up their ears if a seller attempts to add such an exorbitant handling fee?

To make things even more interesting, the new "eBay" policy concerning insurance states in black and white that the seller can add the insurance cost into the handling fee cost.

Now I want to know who gets to decide when that charge becomes excessive. I mean think about it.

Domestic insurance is let's say $1.80 for easy figuring for USPS insurance. But international insurance is $1.90 ..So that means if we want to be covered for both domestic And international we have to add $2.00 to our handling fee. So a handling fee charge could easily go from $2.00 to $4.00 or $5.00 ..

Now who determines if my handling fee is excessive or not....

I had quite the conversation with an eBay rep last week about the International insurance versus domestic insurance. They really don't have any idea how they are going to handle all the variables ..
