Local Pickup vs FREE shipping

Another day, another problem.....
Last year, when eBay changed the setup for indicating shipping terms, I had problems getting my furniture items listed. With the help of Judy and others, I realized I had to check the box for Free Shipping even though the item would be available for Local Pickup only. There are hundreds of auctions that have the same setup -- they say:
Shipping: FREE shipping Local Pickup Service to United States
Some of these auctions do have LOCAL PICKUP ONLY in the titles to avoid confusion, but the auctions still say FREE shipping, when they should say FREE pickup.
THE QUESTION: Apparently, the only way to get this right is to revise the auction after it's online, and to select "No shipping: Local pickup only". Is this true? There's no way to indicate this in AW before the listing is submitted?
THE WHINE: So anyway, I didn't revise the listing for this big, hulking thing; the description included all the local pick-up instructions but didn't specifically say "SELLER WILL NOT SHIP;" it sold last night to someone in Illinois (I'm in Calif); I emailed an invoice saying I'd provide the pick-up address after their payment cleared, but this is one of those buyers who doesn't read their email (or maybe they're being cagey, hoping to force the issue); and now they've paid, and I'm waiting for the SH*T to hit the fan. It sold for $165.00, and I pretty sure it would cost about twice that to ship it.

Have you tried instead of checking the "Free Shipping' to use $0.00 in both fields instead?
It seems to me the last time I tested this on the eBay Sell YOur Item form that is what I had to do. But I would have to go back and double check that to be sure.

If eBay would stop changing things almost everyday, it would certainly be easier to maintain auctions!

Ok, I got another piece of furniture ready, typed $0.00 in each of the boxes to the right of Local Pickup on the Shipping Options tab and tried to list it. In the Lister window, I selected "Local Pickup only" for the Ship-to Locations, and that's the only thing I changed from my usual settings, and I'm using my tried-and-true auction Profile.
Here's the same ol' error I always get:
API Error Code 17524: To specify non-zero value for the tag <SalesTaxPercent> you must set "true" for the <CheckoutDetailsSpecified> tag.
Sales tax??? I didn't change a thing having to do with sales tax.
So then I went back and checked the box for Free Shipping on the Shipping Options tab and tried again. Got the same error about Sales Tax. Then I changed the Ship-to Location in the Lister window to "Will ship to U.S. only", with the intension of revising it immediately. This time, it submitted successfully. I revised it, and the auction page now says:
Shipping: Pickup only - see item description for details Ships to: Will arrange for local pickup only (no shipping).
This is exactly what we discussed a few months ago, and I confess I don't remember exactly what we concluded, but I wish I could hear from other AW users who frequently list pickup-only items (not pickup as an option to shipping, although I wish there were an easy way to do that, too). Is this something that needs to be tweaked in the AW program code?? I don't understand why AW (or is it eBay?) coughs up a Sales Tax error when the only change is regarding shipping.

P.S. In case it's relevant, my settings are to charge sales tax only for in-state customers. Same setting for years and years.

I will have to check tomorrow at the office for sure. BUT I THINK that it ended up, the Ship to US only had to be checked in order for Local pickup to show up. And I believe either I was talking with you or someone else... (or for a new mind!!
We finally arrived at the conclusion to setup an Auction profile for local pickup since the Ship to Us only had to be selected in the ship to settings... AT least for those that do not have a lot of local pickup...
I am thinking it was someone else that we setup another Auction profile for the "Local Pickup" But I do remember in order for Local pickup to work the "ship to US only" had to be selected on the Lister window.
I am so very sorry I did not remember that earlier... As soon as I saw the error message I remembered what had happened. I am really sorry!

I have no problem setting up a Pickup-Only Profile and will do that ASAP, but what I am wondering about is where the problems lies -- with eBay or AW? Is this the result of eBay's cumbersome and restrictive shipping settings or is AW just out of synch with the available options?
And I'm curious to know why it results in a sales tax error.

On the Ship to location in the ADditional options tab, Lister window,, Choose "Local Pickup" there as well.
Did you have the Local Pickup selected there too before?????

Yes, I had that selected -- Local pickup in the Lister window -- but that results in the same Sale Tax/Checkout Details error. The only way I can submit is to select Ship to U.S. (or, I suspect, any of the other options) and then immediately revise. It's a little scary to think someone could place a bid within the 60 seconds or so when the auction says I'd ship it.
Do you think this is something eBay needs to fix, or is it a matter of some incompatibility/deficiency in the AW programming? Or -- horrors! -- am I actually just overlooking something (my forté).

I just attempted to list another large pickup-only item using my Store-Furniture Profile, and this time I got this error:
API Error Code 21915469: At least one domestic shipping service must be specified when listing in the Other category.
Just as puzzling as the other error messages. I had "Local pickup only" for the Lister's Ship-to Locations, and Local Pickup in the Lot Shipping Options, with $0.00 in the cost boxes. The item is listed in Home & Garden: Inside the Home: Furniture: Living Room: Other. What difference could it possible make that the category is Other???
So again, I changed to "Will ship to U.S. only", submitted it, and raced over to revise it.
