If you are entering the info in the inventory window, its under the tab: "Catagories, Shipping Options and Item Specifics", click the tab then check the box - Define shipping options for this auction site, and your shipping options appear.

If you are attempting from the Auctions window, click the "Shipping options" tab.

Both of these should be located mid page.
