No worries. Yes you can easily configure your shipping options like that.

When you create the Stock Inventory Item Or even an Auction lot,,, there is an entire tab for defining shipping options. Since you want to use Flat Rate, then in the Inventory Items, you will choose, Category, Item specifics and shipping options tab.

When you place a checkmark in "Define shipping for this auction site" two more options will appear.
Select "Define Flat rate shipping"

It is in those fields you can select the Flat rate which would be "Standard Flat rate service" in the drop down menu. enter in the cost of that service. And the "Additil item shipped" is next to that.

You can change the handling fee and make it different for those who live in the US or International. So be sure to scroll all the way to the bottom of the International because that handling fee is at the very bottom.
