According to eBay Seller's Development, if you use Fixed Price and/or Store listings, you must have all your auctions edited and listed with the minimum start price of $1.00 no later than April 20, 2008.

After April 20, 2008, any Fixed Price or Store listing whose BIN price is not $1.00 or higher, will be removed by eBay in violation of the new policy.

If you attempt to list Fixed Price or Store Listings whose BIN price is not $1.00 or higher, the listing will fail.
